About Raphael Perl:
Raphael Francis Perl currently holds the position of Head of the Action against Terrorism Unit of the Organization for Security and Cooperation in Europe (OSCE). Prior to assuming his current position, Dr. Perl served as the senior analyst for terrorism policy with the Congressional Research Service of the Library of Congress in Washington, D.C. A graduate of Georgetown University’s Foreign Service and Law Schools, he is the author of more than 100 congressional and academic publications, including National Strategy for Combating Terrorism: Background and Issues for Congress (Congressional Research Service CRS 2007), Combating Terrorism: The Challenge of Measuring Effectiveness (CRS) 2007), International Terrorism: Threat, Policy, and Response (CRS, 2007), Trends in Terrorism: 2006 (CRS, 2006), and Combating Extremist Ideologies: Measuring Effectiveness Considerations for Public Diplomacy (Connections, Winter 2006).
